A Google Cloud Billing account is used to define who pays for a given set of Google Cloud resources and Google Maps Platform APIs. Access control to a Cloud Billing account is established by IAM roles.
A Google Cloud Billing account is connected to a DoiT International billing profile. This page explains how to create a Google Cloud Billing account directly from the Cloud Management Platform [CMP] and link it to your company's billing profile.

Required Permissions: Assets Manager
Your user account must be linked to at least one billing profile in the CMP.
To create a new Cloud Billing account:
Log in to the CMP, select Billing from the top navigation bar, and then select Assets.
On the Assets page, select the asset type Google Cloud from the left-hand menu.
Select New billing account.
Configure the new Google Cloud Billing account.
Enter your Google billing account name.
Select the billing profile to connect to the Google billing account.
Add the email addresses of the Billing account administrators.
Select Create.

Your domain is added as a Billing Account User on the new Billing Accounts, which allows anyone from the same domain to link GCP projects to the new billing account.
Add or remove billing administrators

You can add or remove billing administrators from the CMP only if you are an incumbent billing account administrator.
To manage billing account administrators:
Select the billing account name from the list of the Google Cloud assets.
Expand the section of Billing administrators.
To add a billing account administrator, select Add new admin, and then add the email address of the new admin.
To remove an admin, find the email address of the admin, and then select Remove admin. You'll be asked to confirm the deletion before it's executed.
Use the Google Cloud console
You can open the Manage billing accounts page in the Google Cloud console directly from the CMP, using either of the following approaches:
Select the three dots menu [⋮] at the rightmost end of the asset entry and then select Manage billing account.
Select the billing account name of the asset entry and then select Manage account.

- To move the project to a different billing account, you must be a billing administrator and the project owner.
Billing Account Creator [roles/billing.creator] | Create new self-serve [online] billing accounts. | Organization | Use this role for initial billing setup or to allow creation of additional billing accounts. Users must have this role to sign up for Google Cloud with a credit card using their corporate identity. Tip: Minimize the number of users who have this role to help prevent proliferation of untracked cloud spend in your organization. |
Billing Account Administrator [roles/billing.admin] | Manage billing accounts [but not create them]. | Organization or billing account. | This role is an owner role for a billing account. Use it to manage payment instruments, configure billing exports, view cost information, link and unlink projects and manage other user roles on the billing account. |

- Cloud Billing budgets can be created to monitor all of the Google Cloud charges in one place.
- Budget enables tracking of actual Google Cloud spend against the planned spend.
- Budget alert threshold rules can be set that are used to trigger email notifications based on the set budget amount.
- Budget alert emails help track the spend against the set budget.
- Budgets can also be used to automate cost control responses.
- Pub/Sub can be used for programmatic notifications for e.g. to forward budget messages to other mediums or to automate cost management tasks
Cloud Billing Export
- Cloud Billing export to BigQuery enables exporting detailed Google Cloud billing data [such as usage, cost estimates, and pricing data] automatically throughout the day to a specified BigQuery dataset
- Cloud Billing data from BigQuery can be accessed for detailed analysis, or visualized using a tool like Google Data Studio to visualize your data.
- Google Cloud billing data is not added retroactively, so you won’t see Cloud Billing data from before you enable export.
- Google Cloud recommends enabling Cloud Billing data export to BigQuery at the same time that you create a Cloud Billing account.
- Cloud Billing data exporting to a JSON or CSV file is not deprecated
